Final Mitigation Plan

On August 8, 2019, Florida released its Final Mitigation Plan.  The plan indicates that the primary goal for Florida is to reduce emissions of NOx, particulate matter, and hazardous air pollutants in areas where people live, work, and visit. To achieve this goal, Florida’s Mitigation Plan will balance the following factors:

  1. Prioritizing projects that replace eligible units with electric-powered and/or alternative fueled units;
  2. Identifying the areas in Florida where the largest number of people are impacted by higher levels of emissions from diesel-powered vehicles and equipment; and
  3. Identifying cost-effective mitigation projects, factoring in the prioritized fuel types

Allocation of Funds: 

  • School, Transit and Shuttle Buses 70%;
  • Light Duty EV Infrastructure 15%; and
  • DERA 15%

Funding Opportunity for Electric School Buses:  The Department of Environmental Protection has published a Notice of Funding Availability (NOFA) for an initial Electric School Bus Project, making $5 million available on a first come, first served basis for the full cost reimbursement of electric school buses. Eligible school districts must fall within one of the five Air Quality Priority Areas, as defined in the Department’s Beneficiary Mitigation Plan.  Visit the Department’s webpage at: https://floridadep.gov/volkswagen to download, complete, and submit an application worksheet before November 7, 2019, at 5:00 PM, E.T.

Request for Information:  In addition to the NOFA, the Department is publishing three (3) Requests for Information (RFI).  The purpose of the three (3) RFIs is to receive information from those interested in receiving funding for the project types selected in the Mitigation Plan. The three (3) RFIs are for the following projects types: School, Transit, and Shuttle Bus Replacement; Light-Duty Electric Vehicle Charging Infrastructure (EVCI); and the Diesel Emissions Reduction Act (DERA) State Grant Program. The RFIs will be available for a period of 30 days. The deadline to complete the RFIs is also November 7, 2019, 5:00 p.m., E.T.  To access the RFIs, please go to the Department’s webpage at: https://floridadep.gov/volkswagen.  If you would like to view the questions before completing online RFI be sure to download a hard copy of the RFI first.
